There's a magazine called Zexy, and it's for wedding dresses. Someone made a comic utilizing Zexy as well as, iirc, a completely unrelated and not Blue Archive that was like "Sorry for being sexy". That part, I've forgotten the true origin of. Anyway in the comic Seia was imagined to be trying to marry Sensei, so she said in imagination "Sorry for being Zexy Seia" while wearing a wedding dress

this eventually and naturally became "Sorry for being Sexy Seia" and it snowballed from there, until eventually Kokosando (her designer/artist) drew her saying it.
