Genshin accounts are seeded and you can't prove otherwise. Here's the proof.
I have a friend who started playing at the same time as me during 1.0. Back then he got Venti in less than 50 pulls with the free primos and such. Meanwhile I didn't get anything in that banner and got Klee only in the next banner after losing to Diluc, both needed more than 70 pulls. I didn't think much about this back then. Shortly after he got Venti my friend stopped playing and only came back during Sumeru. I still didn't notice any pattern during Sumeru because it was already mid patch when he came back.
But then, ever since the start of Fontaine until now, he lost 50/50 only about four times. And three of those losses were on low pity. In the Emilie banner, he lost in 30 pulls but then got her in another 30 pulls, making him still luckier than even most people who won 50/50, and certainly luckier than me who lost 50/50 90% of the time, most of them taking 150 pulls. If that's not enough, he also got Shenhe in 10 pulls, Chiori in 22 pulls, C1 Citlali and C0R1 Mavuika in 130 pulls(double Citlalis in one 10 pulls), C0R1 Xilonen + Uraku Misugiri in 100 pulls and C0R1 Varesa in 100 pulls.
Another evidence to support this, I made an alt account early last year and got Keqing in the beginner's banner. We can mark this as moderate luck since Keqing is a standard character and she's also weak. Since then, I had a decent luck on this account. I got Navia and Nilou in under 100 pulls, won the weapon I want in 2 out of 3 banners, and didn't lose too many 50/50 in limited character banners.
Now you can see that the account that was very lucky in the beginning(my friend's) continues to get very lucky later, the account that was unlucky(mine) is doomed to stay unlucky, while the account that was a little bit lucky(my alt) is still a little bit lucky. You literally can't refute this.
