To be fair, their geography is a nightmare. Half of it is frozen wasteland and the parts that aren't are far apart and basically on a long strip. Do you see any cities above the strip I mentioned? Neither do I. Also there are not natural barriers against the West, so they basically have to endlessly subjugate others. And to do that, they need to subjugate themselves...
