Here's a list of problems with your proposal:
1. We want to pass multiple priorities.
2. We can only pass 1 budget per year. This means we would need to wait for multiple years and by delaying every bill, we would end up achieving progress at a snail's pace and cause crises simply by acting slowly.
3. The annual budget law has a looser vote requirement than a full law.
4. Without compromises, we cannot seriously unite a majority of the Congress--yet alone both chambers of Congress--in favor of any major legislation.
5. "One issue per bill" is hard to define in the first place. Does no tax on overtime warrant a separate bill? It is a separate issue from no tax on tips. We're passing major tax cuts here, and we're bundling them with spending. But how do you define issues? Many policy areas of this Act include both revenues and spending. Would ICE funding need to be detached from the rest of the Department of Homeland Security? Would Coast Guard (maritime border security) need to be separated from CBP (at land-based checkpoints including on US land borders, at airports, etc.) as well? Where does this "one issue per bill" nonsense end?

Even without the need to compromise and include other provisions, we have more pressing matters than worrying about trivial principles like "single-issue legislation."
