Picrel is an example of the culture fostered at CS3, even though this particular guy is a weirdo. After the backlash when some new hroth hairs were revealed with no ears, one of the 3D artists on the team tweeted this:
>“Work with poor cost-effectiveness doesn’t raise motivation or efficiency, and even if you do it, you won't be praised, and it’s not like it brings in loads of money either. Either wrap up what you’re doing now in a reasonable manner, or when complaints are loud (even though the actual number is surely low) don’t overreact and put in more than necessary.”

The XIV 2ch community caught wind of this and looked into the guy. They found out he had twitter alts and pixiv accounts to sell uncensored CG hentai, which is illegal (and funny enough, he used ripped models from various games, including FF). He ended up being quietly fired shortly after that.

So as an average dev working on the game, why would you take any risks? Why deviate from the formula, when your boss loves that formula and hates taking risks himself? It "worked" when the game hit its peak, and if you do anything different, you'll get nothing good out of it if it goes well, but a lot of shit if it goes poorly. And your employment, with your low salary, long hours, and uncertain future is on the line.

It's the director's job to encourage experimentation and striving for excellence. Yoshida does anything but. Employees will do what they're told and what's expected. Until that changes, the game will continue to bleed until it enters managed decline, and eventually a death spiral with predatory monetization.
