True Mitama is Kuninotokotachi-no-Kami, and Retardma is a persona created by the real one, functioning like the Archon to the real gods from which they draw power.
It hasn't revealed why the Mitama with Yukito is the way she is, but Kuninotokotachi is fond of Yukito's loli ancestor who was the only one can see her (picrel). But True Mitama really fucking hates humans in general otherwise and the rest of the gods had to seal her away between dimensions.
