It's such a sad state of affairs that congress is making a public statement to justify powers the constitution says they're supposed to have, I.E the power to declare war. It's not supposed to be something King Trump can do, but like tariffs the Republicans have ceded all power to him so he can do the bad stuff they don't want on their voting record.
