Yes, but after getting shafted on both Animaniacs'2020 (forced to do Tower of God and Shenmue: The Animation against their will instead of allowing them to have their baby back when they needed it the most) and Tiny Toons Looniversity (was supposed to do a segment for a episode otherwise done by Snipple, was forced to do a Rick and Morty anime no one asked for instead due to how huge Rick and Morty is in Japan through Netflix Japan) they only do shoddy knock offs of other studio's works (mostly Pierrot).
Anpanman is the only thing keeping the studio in business as otherwise TMS would've went out of business years ago.
TMS had a bunch of directors besides Toshihiko Masuda who is the guy you're talking about, Kenji Hachizaki, Takashi Kawaguchi, Kazuhide Tomonaga and Atsuko Tanaka were some of the other directors at TMS that did said Disney and WB shows.
Toshihiko Masuda went freelance in 2003 due to Secret of Cerulean Sand's bombing, he got laid off.
