Does this guy have a Swedish look to him? Hes black American from the south with a white mother and a mixed father but he identifies as black

Why are so many afrosaxons (black American) in states like Georgia and Louisiana so much whiter than Latinx and Iberians? Someone explain this phenomenon to me
