False. Anyways at least Jaune had serious focus in V9. Oscar will be mixed together with all the side characters returning in V10 so he won't have as good coverage at all. Plus I expect a decent bit of time to be on Weiss and Jaune coming up, aside from just team JNR + Emerald? + Oscar? and RWBY advancing the main plot.
