Saturn is 20.1 arc seconds in our sky, compared to 2046 for the moon. So it's 100x smaller. Gallileo's telescope was 20x, so it would have appeared only about 5x smaller than the moon. At that size it's easy to make out the rings.
You'd have to claim Gallileo's telescope was extremely shitty for that, or that you can't even make out the rings at that size despite their reflectiveness.
