Germany has better plains and navigable rivers suited for industrialization, but France makes up for it by being a maritime power with vast colonial holdings. The inability to draw on colonial resources cost Germany both world wars. Unfortunately, the Germans have never been a major seafaring people. Geography consigns them to exist only as a land power. Their ocean access is simply too limited and easy to blockade.
