Update - Okay I watched Haitani, Fuudo, Momochi, Acqua, Kawano, and Tachikawa Sagat gameplay reaction videos on youtube(my god is SF6 popular in Japan, all these vids have insane view counts, only Punk rivals them) to see if they reacted negatively to the news about Sagat's low tiger shot and I found little to nothing.
Momochi, Kawano, and Tachikawa didn't even check the steam page in their reaction videos so they seem to have been unaware that there even was a change to Sagat's tiger shots. Haitani, Fuudo, and Acqua did have a segment were they reviewed the steam blog but both Haitani and Acqua just skipped over the passage about Tiger shot being combined which I found strange because they went over everything else in the blog.
Fuudo was the only one that commented on the change, soon as he read it he said, and I quote, "this is sad" but immediately after making that comment he rationalized that Capcom must've made that change because having all his fireballs was too strong and then he just moved on. In total, he spent like 10 seconds on the Tiger shot change and made no mention of Modern maybe playing a role in the change.
All in all, based on my research, there is just no outrage over Sagat's tiger shot change coming the Japanese SF6 community. Not sure why there is a divergence between them and the west in regard to Sagat's fireball changes but there definitely seems to be one.
