Oh, I was reading a book on nuclear preparedness when this PSA dropped.
There is some good information in the PSA, but it's only good under the assumption that people are incapable of making rational and informed decisions for their own benefit.
While following these instructions would save a significant portion of the population--those who are far enough away from the blast site to avoid most of the gamma radiation--it would also be condemning others to certain death.
There would be many people who'd have the time to escape before receiving a fatal dose of gamma radiation, but I can only assume the government would rather have them die in their homes rather than potentially blocking roads with their traffic.
