Once again you're omitting the fact that Biden's Director of the Consumer Financial Protection Bureau was attempting to fight it and even managed to get PayPal to back down on doing the exact same thing Visa and MasterCard would implement under Russ Vought.
The problem is Republicans greatly weakened what the CDPB could do even before trump took power, so it was a losing a battle, but now that Russ Vought is in charge, and clearly wants to ban porn, anime and video games, what we're seeing right now of them going after American companies was inevitable.

It's only hit American companies because of him and trump. Fun fact, Russ Vought's predecessor was against these policies and was trying to fight them, so you can't even say this is a both sides issue.
