Well it's spefically the rural Altmer set, I'm sure they'll flare it up for Alinor and other big cities, the Summerset project is still in very early development. Here's some other (non-TR I think) Altmer building art that looks similar and was used for the inspiration for the Elder Kings 2 mod for CK3.
