Despite my previous assumptions, it appears you ARE able to have more than eight characters per-account on Starscape. The first eight slots are just the free ones you're given from the very start, with any further being purchased from the Tikat Shop, up to a maximum of 21 (not that you'd ever need that many).
Quite generous as it stands, since eight spare slots is already more than enough for most folks. But as I'm one to juggle alts and reap the benefits thereof, I decided to grab enough spares to suit one of every class.
Might not play 'em much beyond adding more Ace!Lilith and Ghillieglade clears to my daily total, but at least I got to see Reaper's unique starting zone in the process. This better not be the true fate of Pora Elinu - not everything beautiful about the old world needs to burn...!

Cool 'shot! Looks like something straight out of Vindictus. The original one, not that wannabe soulslike Nexon is bandying about as its supposed sequel.
Have to imagine the majority of folks still stationed on Agaia are either there due to sunk cost, or simple ignorance of their region's alternatives. Once someone has spent a good amount of time (and/or money of course) furthering their place on any given server, it's not easy for many to just throw all that progress away for the potential of something better at the cost of starting afresh.
That said, it's pretty dang clear Arborea is a much more promising server comparatively, at least so far.
The geographic distance between France (for Arborea) and Germany (for Agaia) isn't /that/ terrible (at least compared to what folks in the Americas typically have to put-up with regarding MMO server locations for example), so the EU playerbase should be served just as easily by what Arborea is offering. Hopefully word of its quality eventually makes its way to more ears, for those wanting to dabble with TERA in that part of the globe.
