Because it’s fundamentally a 1 week event but can last 3 weeks due to its nature. They don’t need more than reusing a ton of background and stages (though there were new ones those were few).
The stamina system means they can extend it for newbies and then bond bonus CEs the same for older players that min-max bond since they are forced to rely on the same set over and over.
We got a scene each 5 floors in the 1st tower but they were solely servant interactions without needing to care for the greater plot of the event while they dicked around. And since it’s tower climbing they coupd trim what you’d need in progression likewise.
Compare it to something like Halloween Rising that had to made new Dark Fairy tale stages and enemies as well as roam around back and forth to discover the mystery behind the event with 3 new servants in. It did reuse a lot of stuff but the cost of the production was higher.
