I'm actually just talking about getting a single clear for the base character. I believe you're talking about people who got all the achievements, which is truly and absurd ask by the devs and entails winning a run with the character Coda. I think I've seen one of those interviews, where the guy said he spent about 600 hours and cried once he did it.

With Coda

Content is not gated, but characters are. All but two characters are reasonable to unlock. Achievements are very harsh. Picrel is the completion % to get a single clear with each of the base game characters. There are other achievements from the base game with lower percentages.
