what you're seeing there is the dumping ground for all of Canada's worst addicts
and Vancouver tried a "European" approach for a few years with safe injection sites, "addiction is a disease - no responsibility needed", etc.
Unsurprisingly everything got much much worse.
There are addicts and alcoholics in any city in Canada, but they all drift to Vancouver somehow, despite the size of the country.
Just the same way they all go to the South of France in that country.

In Vancouver, the area is called Main & Hastings, and apparently this tiny area accounts for 90% of police and ambulance hours in the city.
