I honestly can't imagine playing the game without Ideology, it feels too fundamental now. All the other packs content could be handwaved because they hone in on a specific theme that some colonies will simply ignore, even children, but Ideology will be felt no matter what you're doing because of changes to the game's progression via mood and priorities. I just wouldn't play if I didn't have it.

IMO Ideology + Biotech are the ones to get and Odyssey is a very close third. Regardless, in this age of sour economies and Russian forums out of FBI reach, it's irresponsible to waste your money paying a millionaire to play his game's newest update anyways
