"Chain bailiffs" (Huissiers à Chaîne)

They're the guards / staff in the Elysee palace who open doors, carry documents, etc.
The chain used to hold keys but nowadays it's purely for ceremony. Funnily enough, that chain has the king's armories on it, despite France now being a republic.
