I think you're just autistic and think character design and art in general should follow some hard defined rules. It's not about thematic cohesion, but about balance. Cat ears and fish tail are fine, they are balanced well on Saba, and paired with her long twin tails give make her silhouette memorable.
Also, her ahoge is fucking tiny and not worth nitpicking.
