The Soviet Union was meant to be the other side of the model. It needed to be created so that the West would have a contrived "enemy" to compete against with equivalent industrial capacity and living standards. It was also a trial for communism, with China being the ultimate success. They needed to see which model could be the most sustainable so they could borrow their authoritarian policies and implement them in the West, like social credit score, biometric digital ID, universal basic income, etc.
