That does sound exactly like the cruising area at the beach I go to. It's usually a mixture of people who go up there from the beach, so they're naked, and people who go straight there from the parking lot, so they're clothed.
It's always an interesting mix of people, but I find that the nude ones are a lot easier to approach and interact with. The clothed people are usually a lot less comfortable with themselves and their sexuality, so sometimes even they don't know what they want, which makes it a lot more difficult for someone else to figure it out lol.
I really wish you the best of luck! Like I said, I've never had a bad experience at my beach and I've had some of my best encounters there, including when I lost my virginity, so it's all to play for.
