He doesn't say that. On the contrary he said that because of the shift to shock and awe from conventional modern warfare, the US has prioritized air superiority and special forces at the expense of mass ground troops (he gives solid evidence, from 2 million in 1990 to 1.3 million in 2020).
So if anything, a ground invasion of Iran would feature a lot of air support and special forces support, just like it did in Iraq. But he argues that this was only so effective in Iraq for several reasons, like Iraq is completely flat whereas Iran is mountainous so more resistant to aerial strikes (again he provides an example in how Afghanis defeated the Russians despite the latter having overwhelming air support). He also said Saddam reinforced western Iraq because he thought the bulk of US forces were there instead of the east, so Baghdad was overrun with almost no resistance.

Eh this is debatable. It's undeniable US manufacturing capability, even in the realms of arms has declined.
Also it's not just the final manufacturing process but the sourcing of materials. Remember when China stopped rare earths shipments to US? Also unrelated, but for every ship the US can build China can build 230.
