so how good was Weevil as a Warlord?

He seemed strong enough to really fuck up pirates (mostly the remaining Whitebeard Pirates)

but as mentioned he did a LOT of civilian casualties

However he never did shit like Doflamingo or Crocodile so I guess he isn't as bad for the WG?
