Wasn't he, though? As far as I remember, Raizo (his father) was supposed to be the head of a ninja clan, but nope'd out. His brother takes over, dies, and passes on his world-conquering ambitions to Hyo, his son (and Raizo's nephew, and Batsu's cousin). Hyo is initially unsure, but his father, who's spirit lives in his sword, possesses Hyo, who hypnotises Raizo, who hypnotises the teachers of Justice High, who hypnotise the Americans, one of whom eventually becomes the President.
