They're just idol culture but on youtube, and their closest relatives existed for decades prior.
Hatsune Miku and vocaloids are hardly that different from vtubers for one thing, but what comes to mind is when anime companies would 'create' idols. Do character CDs with them, signed merch by literal fictional characters, live shows for, again, FICTIONAL CHARACTERS. This is a decades old thing.
