I think it could be close, Fuuko lacks Regen so she might die before reaching Tooru but she is also superhumanly tough, and she only needs a touch to kill Tooru (and thanks to her soul bullets she can directly attack WoU to get the Unluck trigger)
What fucks her over is the activation on intent, speed is irrelevant against WoU so I ultimately think Tooru wins.

Massive stat stomp + Yukari's ability can potentially no sell Infinity or just turn Infinity backwards to crush Gojo inside his own Technique (this is more a wild What if than a actual wincon)
In the fighting games she literally has a technique that separates the space and boundaries between one's body something that's not too far from the attack that canonically killed Gojo (a slash that directly Targets space)
