Categorically WRONG. SKILLFULORT was parrying it EFFORTLESSLY at first, it took U-Olga specifically using her Super-Authority Tachyon Jail to freeze ambient time and vastly accelerate the Hume Barrel Rayproof in order to vapourise ORT. Furthermore this only happened AFTER ORT had been weakened by Kuku briefly beating on it, the sacrifice of Chaldea's entire Servant roster, the sacrifice of THREE underworld Guardians and the apemen and City briefly stalling it.
Excalibur literally had more powerups than Shiki did when he lightning-jumped at Arc's Luminary form to do what it did. At one point in the story it is SPECIFICALLY stated ORT could only be harmed by Excalibur after a certain percentage of damage was done to it's outer shell.
Keep in mind that all of this is concerning a CRIPPLED ORT who was both compensating for it's missing heart with an INFERIOR power source, and ALSO holding back other powers like sizeshifting and trillions-celsius heat emission capable of vaporising the solar system to avoid obliterating it's prey.
