German general Erhard Bühler: since 2017, Russia has been actively building up its military capabilities in Königsberg (Kaliningrad), including air defense systems, surface-to-surface and surface-to-sea missiles, as well as Iskander missile systems capable of carrying nuclear warheads. According to him, the goal is to block NATO forces from being deployed to the Baltic states in the event of a conflict.

"With such an arsenal, Kaliningrad can prevent both aircraft and ships from reaching the Baltics. It's a message: don’t even think about helping."

He emphasized that NATO will not strike first, but must respond if Russia initiates aggression. In that case, he said, a "justified response" would be a strike on Kaliningrad and on military bases deeper inside Russia and Belarus.
