yeah the resolution limit is just a UI thing, you can change what it is in some config file or if you use the 'upscale by' or 'resize by' sliders instead you can probably make it absurdly big enough already without putzing with the configuration
and yes that's a good point about changing stuff in the prompt for upscaling with. i can't remember if it's defaulted to 'on' or not but there's a setting to show the prompt for the hires fix, like you'd get by default on the img2img page. it defaults to what your base prompt is but the "Hires fix: show hires prompt and negative prompt (requires Reload UI)" setting will let you change it. also in addition to possibly changing stuff in the prompt you can also do quick and dirty edits in an image editor if the picture looks good except for some stray element, and with an appropriate level of denoising in your hires step even the laziest and jankiest edits should come out fine.
you'll probably find that making dramatic changes without doing editing like that probably won't work very well though. if there's a high-contrast blob of color (extra person, random whatever) in a part of the image it will turn into _something_ unless you chop it out or use such high denoising that things get wonky.
tbh most people find it faster to just reroll images than doing even light editing like that though but it can be worth trying. also editing and saving an image will pick up the changes when you hit the hires fix button i mentioned before even though the edits won't reflect in the UI.
