I don't think the issue is that anyone would have a problem with kicking these people out. The problem is you don't have a way of doing it using legal means. They're entrenched in key places. They have leverage on the right people. It isn't a problem the President can solve.
Los Angeles had someone back in the 30s called the Gangster Squad. The problem they had with the mafia was asymmetric: you'd send a detective to investigate a speakeasy, and the mob would kill his wife and bribe a judge. The cops couldn't retaliate by killing the mobster's wife and bribing a judge to imprison him. So they put together Gangster Squad and basically said "Please go and fuck these people up," and it worked.
If someone out there has this list, you know there's only one way to deal with the people on it. You gotta put together a kill team and just absolutely massacre them. No trials. No publicity. Just a series of terrifying and violent spectacles. Eventually people will put the puzzle pieces together and this ring will fall apart. But until somebody is willing to do that this conversation is academic.
