Considering Cemetery Hill was always suppose to be continued and not stopped abruptly like it did, it makes the most sense. Mind you, it was stated that they played around with multiple ideas on how to jumpstart Season 2 and deemed it the best to simply readapt CH+Concept into one. Which ended up being the best case scenario.
