Poseidon is not the reason the world is in a dire state. Imu created a system of perpetual instability, ordered multiple genocides and enslaved entire populations. Almost every villain in the series bar maybe Enel or Wapol exist because of his actions. That means he's indirectly responsible for every other atrocity or sad backstory in the story. BB, while important, doesn't have that weight.
