This would never, ever be tolerated in India. There would be blood spilled on the streets and not all of it would be from the people protesting.
If you attack the brown people taking advantage of these policies, that suits the people who make these policies who stand to benefit because they can easily frame it as a racist attack. Even easier if you're actually racist.
Attacking the class interests behind these policies is the last thing the policymakers want you to do. It would be unconscionable in any country for native born citizens to be disadvantaged in employment and housing over foreigners.
Until people stop attacking brown people and start attacking the policymakers and the policies and orgs that literally advertise for migration the policymakers have an easy out because they can just say they won't pander to racists.
