The parliamentarian just needs to be fired at this point. She's already approved numerous bills--including under both Obama and Biden--which modified Medicaid, had titles, and included other provisions which were arguably unacceptable under the Byrd Rule. But the moment a Republican is in office--in her case, only Trump--she decides to declare the strictest possible interpretations of the rule. She literally struck the title out of the TCJA so it had to be passed as Public Law 115-97 "Act to provide for reconciliation pursuant to titles II and V of the concurrent resolution on the budget for fiscal year 2018" since naming it "Tax Cuts and Jobs Act of 2018" was allegedly a violation of the rules. Then she approved the Inflation Reduction Act AND the Build Back Better Act (which failed) with titles. And guess what? She approved Obamacare with a title too. Now she's saying that OBBB can't be passed because it's going to amend an Act that's protected under the Byrd Rule by repealing past legislation implemented using the same process which she personally approved while she was in office under Obama and again under Biden.
She's saying budget reconciliation can be used to pass vast swaths of legislation including Obamacare (HCERA) and the Inflation Reduction Act but cannot be used to repeal the very same provisions of law! This is just an egregious abuse of a rules office at this point, and JD Vance should immediately terminate her employment as Senate Parliamentarian.
