BL, while occasionally focusing on the experiences of actual gay men, is typically more about applying female sexuality to male characters. Women generally feel shame about being outright sexual creatures in ways men do not, so by making the 'female' (the bottom) character who gets fucked a man, they can live vicariously through him without shame. In a shoujo manga for example, the female protagonist generally isn't allowed to aggressively pursue her love interest, and certainly can't seduce him, but an uke can.
