I doubt Trump was even responding to Medvedev really. He was just doing something to give Russia a pretext to do something he wanted them to do. The purpose is most likely to have Russia act as a stronger nuclear deterrent against China. "Each new ultimatum is a threat and a step towards war." is not a particularly strong statement. It's more of a tautology.
