They just have a tendency to backpedal whenever a strat becomes too strong, since Hrunt + Makura already solves the vast majority of the fight. The common trend is to either enforce ougi or cap your damage whenever they want to curve meta-teams, and they decided to do both here.
As annoying as it is, I think the only truly bad part of the fight is the ougi omens, because of how conflicting it is with the fights own mechanics. Capping the first X hits is already stupid, but to make you ougi to reduce stacks, sometimes back to back, can completely stop your run. You only have a few turns before characters auto-die, and if you get three ougi omens in a row, you likely can't cancel them AND deal 20% damage. It's pure RNG, and it's no surprise the fight is actually a breeze if you only get debuff omens.
The last 20% is probably the easiest part, at least, even if it locks out skills. So long as you have 4 characters alive, you can mash it out since he has no stacks to worry about. Dodge-all from Tigers/Bunny can come in clutch, but Hrunt ougi's mitigation effect blocks almost all the damage from his omens, too.
