Why is the TB more of an actual character in the Fate Event than they are in the main story?

You should roll for Phainon because he has a cool sword, we just don't have enough dudes with cool swords, and that's why the game is dying, there aren't enough cool sword dudes, just like there aren't enough cool gun dudes and cool fist-fighter dudes, if we had more of those?
