That's up to us, the group that has the strongest culture, the greatest internal solidarity and the smartest leadership caste will have an advantage in claiming territory and resources. Our last elite class was exterminated in 1945 and we are now just a bunch of leaderless peasants running around in circles completely unable to organize any meaningful resistance.
