The Devil definition of "crazy" is different from what humans would see as crazy.
It's obvious Yoru would see her as crazy because unlike most Devils, Fami doesn't enjoy human suffering but instead starts crying like a baby when she sees (or imagines) it happening.
She's a lunatic and dangerously delusional, as Fakesaw already pointed out, but there's no reason to believe she isn't genuine about it.
