In recent days, there have been significant developments in the search for ways to end Russia's war against Ukraine.

◾ President Trump publicly concluded that Putin personally does not want to negotiate. Putin is no longer seen as a "leader who has been misled" but rather as the root of the problem.

◾ Does this mean that Putin will become toxic within Russia itself and that the Russian elites will start putting pressure on him? I don't think so. There is no one in Russia (or outside it) who could serve as an opposition or has an independent opinion. Putin remains the central figure. This is what distinguishes modern Russia from the Soviet Union — there is no strong governing apparatus, no party structure; everything revolves around a single person who is not concerned with competitors, approval ratings, or inflation.

◾ To exert real pressure on Putin, the U.S. must first reach a compromise with China — and also with India — which are the main consumers of Russian oil. In addition, U.S. and European sanctions need to be tightened. The relationship between the U.S. and China is a central issue.

The question of peace in Ukraine will not be resolved until agreements are reached between the U.S., the EU, and China.
