What? Thta's the first time I hear that. FO4 is pretty well thought out, palette-wise and style-wise. It has its own language that is consistent across the game, even if its development clearly changed directions a few times. It's literally the first Bethesda game that at least attempts to look acceptable (with obvious blind spots, characteristic for a company that is historically known for bad art and terrible animation). They kind of tried to have a consistent visual language in Skyrim, but it was pretty awkward.
76 is largely a single-color mishmash of repurposed assets from FO4 and its visually incompatible DLCs, and also adds its own stuff. It's a perfectly homogenized slop made in a rush, like most other Bethesda games.
