El Salvador is the solution. You just don't tolerate it any more. You lock up all the worst offenders (spics and niggers), then you take away the welfare for the female spics and niggers and lock them up if they chimp out. In order to survive they have to act like decent human beings. Take away all support for bad behavior. It's really that simple.
