Libraries saw the internet, along with rapidly declining book prices and breadth of access online, as existential threats so they pushed their funders, usually local governments, to let them expand their services. But they assumed, or maybe never even gave any thought, that the type of person who used the library for access to books and magazines would remain the same when they added a wide range of additional services, some of which were social services.
