Not sure if you realise this but HIV can be transmitted and retransmitted outside of sex or drugs. Here, it's pretty much mandatory to get an HIV test done before any surgical procedure, for example, not just for therapeutic reasons but for the safety of the hospital staff. As a result, HIV incidence drops. 1/2
