Shadow is one of, if not the, most loyal male character in the cast. He has proven he will sacrifice everything and die for who he loves. He has proven that he will be heartbroken if he thinks that person doesn't like him back. He has self-worth issues deep down. He will be loyal to a person's wishes and ideals long after their death.
Now, all that said, do you really think that a character who has proven themself to have shifting loyalties is the right romantic partner for a "loyal to death" character? Really? And no, not just Rouge; Sally fits too, and shipping her with Shadow is obnoxiously pervasive here in the past year. As well as any Shadow ship involving polyamory. Do you think Shadow would be emotionally able to tolerate disloyalty if he were truly in love? He's not the stoic, unfeeling, generic chad badass that you think of him as. He's a boy.
Shadow needs a character who can be his rock. Someone more than willing to put themselves on the line for his sake. Someone who is the light to his darkness and can bring him out of his spiraling thoughts just with a hug or a smile.
Prove me wrong. I'm still waiting for a real counter-argument. If it won't make Shadow happy I'm not gonna fuckin' like it.
